Ms. P. Bharathi, a 2005 batch officer of the Indian Administrative Service from the Gujarat cadre, is an accomplished public sector leader with a distinguished track record in governance, policy, and technology-led transformation. Holding a First-Class degree in Computer Engineering from Bharathidasan University, an LL.B. from Gujarat University, and a Master’s in Public Policy from Indira Gandhi National Open University, she brings a rare combination of technical expertise and strategic policy acumen to her roles.
She currently serves as Secretary, Department of Science & Technology (DST), Government of Gujarat, where she is responsible for formulating and implementing state policies in high-growth domains including IT/ITeS, Global Capability Centres (GCC), Semiconductors, Electronics,
Space-Tech, Telecom, Science, Technology & Innovation (STI), and Biotechnology. Her leadership is shaping Gujarat’s digital and technological landscape, fostering innovation ecosystems, and driving investments that position the state as a leading hub for advanced industries.
Over her 20-years career, Ms. Bharathi has held diverse and high-impact assignments, including Chief Electoral Officer, Gujarat; State Project Director, Samagra Shiksha; Chief Executive Authority, Surat Urban Development Authority; Collector and District Magistrate, and District Development Officer in multiple districts. Her work has spanned electoral reforms, educational infrastructure, urban planning, rural development, and revenue administration – consistently delivering transformative outcomes at both grassroots and strategic levels.
In her current role, she continues to advance Gujarat’s innovation agenda by aligning public policy with emerging global technologies, nurturing talent, and ensuring that science and technology serve as key drivers of inclusive, sustainable growth for the state.
